IT42315: OFFLOAD TO AZURE FAILS WITH "THE WRITE OPERATIONS TIMED OUT"

Error description

• During offload to Azure with a connection throttled, IBM
  Spectrum Protect Plus can  hit timeouts that are  specific to
  Azure because its SDK behaves differently from all other cloud
  providers.
  
  The job log will show:
