PH46377: INCORRECT ERROR MESSAGE WHEN RUNNING A MAP IN LAUNCHER FOR A MISSING INPUT WHEN GETANDSET() IS USED ON THE MISSING INPUT

Error description

• The problem when using IBM Transformation Extender (ITX)
  Launcher where a map uses the GETAND SET() function.
  
  When a source for an input card is missing (with the map being
  triggered from another card) the following error message can be
  found in the CompoundSystem _xxxx.txt file, if the GETANDSET()
  refers to the card with the missing input:
   *** ERROR:
   System:         System1
   Component:      Test1
   Map:
   Start Time:     Fri Mar 25 04:46:36 2022
   Instance:       2
   Run Time:       0.000 seconds
   Return Code:    50 - Not enough memory to execute map
   No sources and destinations available
   Audit File:     <none>
  
  This incorrect error message appears on multiple platforms
  (Windows, Linux, etc)
  
  When run with the Command Server on Linux there is no failure
  and the input file is created by the GETANDSET().
  
  When run with Command Server on Windows a Source Not Available
  message occurs.
