Error description

• Servers using Intelligent Management intermittently fail to
  publish application endpoints. The member server in a Liberty
  collective publishes all applications running on that server to
  the collective controller. A runtime code race condition can
  occur where an application endpoint does not get published.
  Restarting the application or member server may temporarily
  correct the situation.
