APAR status

• Closed as program error.

Error description

• When a fullselect component of the SQL statement is comprised of
  a VALUES clause, parsing fails to recognize the statement as
  valid SQL. Instead, "Unexpected <Select> syntax in the WITH
  clause" is written to SYSPRINT and processing is terminated.
