Netcool/Impact EventManagementAnalytics project for Probable Cause is missing on upgraded NOI 1.6.6 full cloud systems

Problem

On upgrade to version 1.6.6 of full cloud NOI systems the EventManagementAnalytics project is not created. The EventManagementAnalytics project was added with Netcool/Impact 7.1.0-TIV-NCI-FP0027 which is included in NOI 1.6.6.
New full cloud systems are not affected by this issue. On-premises systems are also not affected.

Symptom

The Netcool/Impact project, EventManagementAnalytics, has policies and services to customize probable cause analytics. This project is missing from the Project drop-down in the Netcool/Impact GUI on upgraded NOI 1.6.6 systems.

Cause

During NOI 1.6.6 full cloud upgrade of Netcool/Impact the new EventManagementAnalytics project is imported, but then overwritten by the existing project and policy artifacts.

Resolving The Problem

To resolve the issue, import the EventManagementAnalytics project.
The steps are:
1. rsh to the nciserver pod. Use
     oc get pods | grep nciserver
     to find the name of the nciserver pod. Then use
             oc rsh podname
2. Import the EventManagementAnalytics project, using the command below:
/opt/IBM/tivoli/impact/bin/nci_import NCI_0 /opt/IBM/tivoli/impact/add-ons/eventmanagementanalytics/importData
    Expect to see the following result:
nci_import of NCI_0 from /opt/IBM/tivoli/impact/add-ons/eventmanagementanalytics/importData completed.
