    *                 who use Compare or Change Management         *
    ****************************************************************
    * PROBLEM DESCRIPTION: When using Change Management (CM) or    *
    *                      CM batch, if you do not specify a       *
    *                      value for the SHRLEVEL option of the    *
    *                      REORG TABLESPACE utility, SHRLEVEL NONE *
    *                      is used as the default. As a result,    *
    *                      any pending changes are not             *
    *                      materialized. In  these cases, REORG    *
    *                      should use SHRLEVEL CHANGE or SHRLEVEL  *
    *                      REFERENCE.                              *
    ****************************************************************
    In CM, the default value SHRLEVEL NONE is used for REORG
    TABLESPACE in either of the following situations:
    
    When the SHRLEVEL value is not explicitly specified
    When you specify that custom utility options are not to be
    used (CM batch parameter USE_UTILITY_OPTIONS='NO' or the panel
    option 'Review/change options' or 'List/Customize DB2 Utility
    options' is set to 'NO').
    Because SHRLEVEL NONE is used, any table spaces with pending
    changes are left in a pending state. (REORG can materialize
    pending changes only if SHRLEVEL is set to CHANGE or REFERENCE.)
    
    This APAR changes CM and Compare so that SHRLEVEL NONE is no
    longer used as the default for REORG. Instead, to ensure that
    any pending changes are materialized successfully, either
    SHRLEVEL CHANGE or SHRLEVEL REFERENCE will be used; Db2 Admin
    Tool determines the best value (CHANGE or REFERENCE) depending
    on the circumstance.
    
    Additionally, a message will be issued in these situations to
    state that CM has changed the SHRLEVEL value from NONE to
    CHANGE or REFERENCE.
