IJ42396: NEW ROW BUTTON FAILED TO WORK IN MANAG RULE DIALOG

APAR status

• Closed as program error.

Error description

• To reproduce the issue :
  1) Goto Financial --> Budget Monitoring
  2) Create a new Budget record or open an existing one
  3) Click the ' Manage Rule ' action to open the dialog
  4) Click ' New row ' button, the UI did react with the clicking
  , but there is no result.
  
  Expected result :  In step 4, clicking the new row button should
  generate a new row in the Manage Rules dialog.
