  This issue applies to a Websphere Liberty collective
  environment
  using the dynamic routing feature along with the web server
  Plug-
  in.  Once having determined no obvious problems with the
  failing commandline invocation,  the circumventions
  below can be used to confirm the applicability of this apar.
  

Problem conclusion

• A fix has been made to properly tolerate special characters in
  the password so that parsing of the commandline succeeds.
  
  The fix for this APAR is targeted for inclusion in fix pack
