Abstract
This fix pack is a cumulative release and addresses some new APARs and internally found issues since the release of IBM Tivoli Netcool/Impact Version 7.1.0 Fix Pack 27.

Attention!
7.1.0-TIV-NCI-FP0028 has been re-published to include a fix for APAR IJ44645.
Previous downloads of FP28 (from before 11th Jan 2023) should be discarded.
Prerequisites
This fix pack includes all maintenance since the GA of Impact V7.1.0. This fix pack can be applied directly to the base V7.1.0 product release or any previous fix pack or interim fix level.
NOTE:
- Upgrading to 7.1.0.4 is required, when the Impact version to be updated is at 7.1.0.0, 7.1.0.1, 7.1.0.2, or 7.1.0.3
- Before performing the installation or the upgrade of IBM Tivoli Netcool/Impact, download the attached 7.1.0-TIV-NCI-FP0028-README file and review the section "3.0 Installation information" and associated subsections.

The Netcool Impact Administrator is allowed to log in via the GUI to perform Admin Tasks such as updating policies and maintenance of services. The log file includes limited information. The Who, Where, and When information is important to have complete knowledge of all activities occurring through the console. The changes made to the configuration from the console are partially logged. The log does not capture who did what, to what, and the exact command that was used is missing from the log file. This option can be useful when researching who, when, where, and why someone made changes.
For information related to changes made to the Impact file system services, data sources, data types, projects, and policy files, Subversion (SVN) can be used to retrieve information associated with who and what was changed.

NETCOOL/IMPACT - RESTORATIVE SVN COMMANDS - Added support for embedding inline images into HTML emails. The·SendEmail function can embed images into an HTML email with the "EmailImages" attribute.

- Tivoli Business Service Manager: If you are using the Time Window Analyzer marker, DO NOT UPGRADE Impact to 7.1.0.28.
The commons-httpclient-3.0.1-CVE-2012-5783.jar was removed from Impact but the Tivoli Business Service Manager - Time Window Analyzer marker requires this JAR file for it to work. - TLSv1.3 and FIPS Support
