Error description

• When building a Decision Service, rules whose property 'active'
  is set to false (thus inactive) should be:
  1) included into the ruleset if the operation has the
  'validator' property set to 'None',
  2) excluded from the ruleset if the operation has the
  'validator' property set to 'Default Validator'
  
  Decision Center always excludes such rules, even when the
  'validator' property is set to 'None'.

Problem conclusion
