Problem summary

  * PROBLEM DESCRIPTION: 01. RSE API requires to discover the    *
  *                      type of a dataset using LISTDSI, for    *
  *                      ex: PDS or PS (sequential), etc, to     *
  *                      have a proper deletion to proceed;      *
  *                      otherwise, it errors out as dataset     *
  *                      not found.                              *
  *                      02. Provide new RSEAPI job api to       *
  *                      download the job spool file as raw      *
  *                      streaming data.                         *

  01. Following the same approach as with RSED, default the
  dataset type to PS (sequential) if the dsn organization is
  unavailable (and it is not VSAM).
  02. Add job RSE API to support job spool file download as raw
  streaming data.
  

Problem conclusion

• 01. When it is not defined, proceed the deletion as for a
  sequential dataset as expected as done by RSED
  02. Users can use the jon RSE API to download the specific job
  spool file as raw streaming data.
