Error description

• If file repository account lockout is enabled on a mixed version
  cell, the account lockout attributes are not ignored for Version
  8.0 or lower nodes.

  When synchronizing the wimconfig.xml to nodes at version 8.0 and
  lower, the File Repository account lockout attributes (such as
  accountLockoutThreshold) are not filtered out. This can lead to
  unknown attributes in the down level nodes and cause startup
  exceptions. This only occurs if the account lockout is enabled
  (accountLockoutThreshold set to a value greater than zero) on
  the
  cell prior to migrating all of the nodes.
  

Problem conclusion

• The File Repository account lockout attributes are filtered
  appropriately for mixed node cells with nodes at V8.0 or lower.
  
  The fix for this APAR is targeted for inclusion in fix pack
  8.5.5.22 and 9.0.5.13.
