PH46142: QOP SETTINGS PAGE DOESN'T WORK FOR DAEMON SSL CONFIG

• Closed as program error.

Error description

• A NullPointerException occurs when a user attempts to access the
  Quality of Protection (QoP) settings page for the SSL
  configuration used by the z/OS location service daemon.

  A System SSL configuration error when going the quality of
  protection panel on the Admin console.
  

Problem conclusion

• Fix the code to not include duplicate entries on the Quality of
  protection data.  The console also modified to consider a null
  value in one of the properties.
  
  The fix for this APAR is targeted for inclusion in fix pack
