Problem
DPR-ERR-2002 error is thrown when a DQM report is executed in Cognos portal. Testing the data source connection in Cognos Administration also throws the same DPR-ERR-2002 error.
Cause
Query service is unable to start properly. Following error message is shown in the logs.

Resolving The Problem
In this particular scenario, custom xqe config file (xqe.diagnosticlogging.xml in the configuration folder) was not removed from the installation after an over-the-top upgrade is done.
Removing the custom xqe config file from the installation directory allowed the query service to start properly and fixed the DPR-ERR-2002 error when testing data source and running DQM reports.
