IT35513: The IBM MQ managed .Net client does not use the certificateLabelattribute specified in a CCDT

Error description

• When using the IBM MQ managed .NET client, the certificateLabel
  attribute in a CCDT is not used by the client. However, setting
  the certificate label using the MQEnvironment class works.
  

Local fix

• Set the certificate label using the MQEnvironment class.

  PROBLEM DESCRIPTION:
  A logic error in the IBM MQ managed .NET classes meant that the
  certificate label was not retrieved from the CCDT.
  

Problem conclusion

• IBM MQ managed .NET client code has been corrected to use the
  certificate label from the CCDT, if present.
