Error description

• Problem Description:
  The following three bullets describe related focus issues:
  
  1. Missing inline error messages.
  When errors are triggered, the error messages are currently
  displayed in a popup modal. Once the modal is closed, the
  keyboard focus returns to the top of the DOM. The erratic fields
  do not contain error indications both visually and
  programmatically. Users can struggle in identifying which fields
  caused the error.
  
  2. Keyboard focus returns to the top after closing the error
  message modals.
  This relates to the previous item. When error modals are closed,
  the keyboard focus returns to the top of the DOM. To keyboard
  users, they will need to go through every element before the
  erratic field in order to adjust the error. However, the
  required memory load to fix the field can be quite heavy. Most
  likely, when the modal is closed, users forget what was
  indicated in the modal.
  
  3. After the modal closes, the keyboard focus should be placed
  back to the button that triggered it.
