Error description
When a DRR is initiated, it is possible that apic-gw-service may receive a catalog snapshot from API Manager that matches a previous snapshot for that catalog. When that occurs, if apic-gw-service has not yet processed the previous snapshot, neither snapshot will be processed and the catalog will not be added to the API gateway.
