Error description

• The menu options gets changed in Dark Black font and it is hard
  to read when using the sample theme or dark color custom color
  for a theme. The mouse hover should not change the color as it
  does not in 11.0.13.
  

Local fix

• The only workaround is to use the default theme that IBM Cognos
  comes with or use a color combination which allows users to see
  the menu even after it change the color.
