Error description

• A popup window with the error message "You do not have
  permission to update the element '<the name of the change
  activity>' of type 'change activity'" may get displayed when
  closing a release whenever:
  - the user trying to close the release does not have the
  rtsAdministrator role (or
  Permission Manager role if using ODM on Cloud),
  - the release and the change activities are security enforced to
  only some groups
  - one of those groups has been deleted after the creation of the
  change activities
  

Local fix

• The release can be closed by a user with the rtsAdministrator
  role (or Permission Manager role if using ODM on Cloud).
