Error description

• PROBLEM:
  Unable to change the condition code when transferring a
  condition enabled item.
  	For example, when trying to transfer inventory item with no bin
  associated to a bin and with multiple condition code, it does
  not work.
  
  
  
  STEPS TO REPLICATE:
  
  	1. In Inventory application, select an item (e.g. 11R22.5-D).
  	2. Add two balances for this item:
  	Bin = T-1, condition code = NEW, balance = 1.
  	Bin = T-1, condition code = USED, balance = 1.
  	3. Open the "Transfer Current Item" action.
  	4. Set "To Storeroom" to CENTRAL, and select condition code =
  NEW from the item with no bin name associated.
  	Maximo populated the fields: "To Condition Code" = NEW, "To
  Bin" = T-1.
  	5. Try to change the condition code in the field "From
  Condition Code" to USED. The condition code cannot be changed.
  
  	6. Furthermore, opening the "Transfer Current Item" dialog
  box; if selecting condition code = USED from the item with no
  bin name associated, Maximo still pops up with condition code =
  NEW.
  
  EXPECTED RESULTS:
  	User should be able to select any available condition code when
  transferring a condition enabled item.
