  Currently, the documentation notes the following for IBM Forms:
  "Important: After you run the setExternalNavigator command to
  configure an external IBM Content Navigator, IBM Forms are
  disabled in Case Builder. You must rerun the command to enable
  forms again."

  Also, "To use case forms, manually upgrade and deploy the Case
  Forms Application in the IBM Content Navigator server (the
  WebSphere profile where IBM Content Navigator is installed)"
