PH43382: PLUGIN PROPAGATION OCCURS EVEN THOUGH IT'S SET TO MANUAL

• Closed as program error.

Error description

• Plugin propagation occurs even though it's set to manual.
  Plugin-cfg.xml of local managed web server is propagated when
  generated automatically.
  The issue occurs after updating to WAS 9.0.5.7.

  Under certain conditions when running the Plugin generation,
  it may trigger a propagation of the plugin even though the
  environment is set to Manual.
  

Problem conclusion

• The code has been changed to eliminate this possibility.
  
  The fix for this APAR is targeted for inclusion in fix pack
