  1- Q Capture failed with msg ASN0616W and ASN0618W after
  Migration to z/OS 2.4
  2- Customer requests that the ASN7173W message should be routed
  to console due to its importance
  3- Q capture was processing a stale trans when it encountered
  free cell error and then went to a hang.
  4- Counters are not correctly initialized during initialization
  

Problem conclusion

• 1- update ICU supported library list.
  2- Change ASN7173W to route to console
  3- Q Capture added a latch to prevent shrink_memfull while
  publisher is deleting published transactions
  4- Q Capture is changed to reset the counters correctly during
  initialization.
  ASNCLP was not updated.
