Problem
All users encounter the error "COI-ERR-2021 Connection failed. Unknown exception. Exception of type 'Cognos.Office.Framework.DataSource.HttpForbiddenException' was thrown." when testing or connecting to a Planning Analytics Workspace (PAW) URL from Planning Analytics for Excel (PAfE) when SSL is enabled for PAW.
Symptom
In addition when accessing PAW using the Internet Explorer (IE) browser they encountered the following error: "Can't connect securely to this page - This might be because the site uses outdated or unsafe TLS security settings. If this keeps happening, try contacting the website's owner." Other browsers such as Chrome and Firefox work.
Cause
The cause is the certificate file used for PAW SSL is oversized (>44 KB). When Cognos Analytics saves the configuration, the size changes from 10KB to >100KB. IE can only handle a certificate less than 44KB.
Resolving The Problem
To resolve the issue, confirm if the certificate size is more than 44KB. If it is larger than 44KB, you may need to reduce the certificate file size.
