Error description
CMAS is attempting to perform a topology connect, and this is interrupted by the MAS address space terminating. The result is that the list token in CSDB_CPSM_ISYSRES is cleared, but the state flag CSDB_SOPR_SYNCISRL remains set on. When the MAS is restarted, if BAS has no need to install resources again (for example if this is a CICS Automatic restart, and the BAS install option for the MAS is COLDONLY), then an XCLR list remove operation is attempted against an empty list. The CICS region remains active, but without being connected to CPSM as a MAS. Attempts to perform CPSM dynamic routing will abend.

The MAS is removed from the CICSplex but a CICS Stop event (EMASSTOP) is not performed. One result of this is that the MAS would not be removed as an active target for a workload, even though the CICS system is no longer active. Messages EYUTS0025I or EYUTS0002E can be produced at the time of the cancel. The first attempt to restart the MAS will fail to connect to the CMAS. Subsequent connects work correctly.
Problem conclusion
The Topology Connect processor EYU0TSSC (TSSC) has been modified when executing to reconnect to a MAS as a result of a CMAS Warm restart. If the MAS has been cancelled during the CMAS restart, then TSSC will initiate a full CICS Stop (EMASSTOP) event. This allows the MAS to connect back at the first attempt.
