How are regional settings (locales and languages) used by Planning Analytics tools on Windows ?

Answer

Planning Analytics includes both thick client tools and web client tools.
Thick client tools are:
-TM1 Architect
-TM1 Perspectives
-IBM Planning Analytics for Excel
Web client tools are:
-TM1 Web
-TM1 Applications Web (pmpsvc component, or formerly "TM1 Contributor")
-IBM Planning Analytics Spreadsheet Services (new TM1 Web)
-IBM Planning Analytics Workspace
-Some parts of IBM Planning Analytics for Excel :
        . When using Cube Viewer by using "Open in Viewer" menu.
        . When using Set Editor by using "Edit Set" menu.
        . When connecting to a Planning Analytics Workspace or TM1 Server that is configured with Cognos Analytics security ("CAM" security)
     -> In that case, the web browser used is always Internet Explorer (even if this is not the default web browser). There are plans to change that behaviour in future versions.
For thick client tools, the locale parameters and the language that are used are both coming from the Windows Regional Settings ('intl.cpl' from Start menu).
Windows also offers the possibility to customize the international standards by using "Additional Settings":

        However this is not recommended to change the default parameters, since this is not taken into account by web browsers ; so it is not possible to customize web browsers that same way.
        In addition, Windows offers the possibility to select custom locales that are not actually supported locales: it is not recommended to use these locales. This subject is discussed in the following document:
With some particular locales, the Viewer of Planning Analytics for Excel does not use correct format (decimal separator and thousand separator)
For web client tools, the locale parameters and the language that are used are both defined by the web browser preferences:
-> In Internet Explorer, the language options are located under Tools menu > Internet Options > General > Languages.
-> In Firefox, the language options are located under Tools menu > Options > Content > Languages.
-> In Chrome, the language options can be accessed by typing chrome://settings/languages in the address bar.
-> In Edge, the language options can be accessed by typing edge://settings/languages in the address bar.
