IBM Cognos does not start up, IBM Framework Manager and IBM Power Play Transformer hangs at startup or crashes

Troubleshooting


Problem

IBM Cognos products such as IBM Power Play Transformer,  IBM Cognos Framework Manager and the IBM Cognos Analytics server are slow to start, do not start up, hangs at startup or crashes completely.

Cause

Processor on the server is an AMD-EPYC type processor

Diagnosing The Problem

Try to run BmtMDProviderMain.exe and BiBusTKServerMain.exe from the bin folder of the installation. The processes hang at the very beginning.

Resolving The Problem

There are two methods to resolve this issue.

Set an Environment Variable

You can set an environment variable on your OS.

For Linux you can issue the following command to set the required environment variable before starting a Cognos Analytics server. 
You can do so at the system level, user level, or in a script to start Cognos Analytics.

export ICC_SHIFT=3

For Windows, you can create a System Environment Variable called ICC_SHIFT and set its value to 3.

Edit Installation Files

Alternately, you can edit multiple ICCSIG.txt files in each Cognos Analytics installation directory.

Within the IBM Cognos install directory, do a search for the ICCSIG.txt file.  This file is usually located multiple times within the
C/icc/icclib and N/icc/icclib directories.

Open each of these files and append ICC_SHIFT=3 to the end of them.

Save the changes. 

Once every file has been updated, attempt to start the product again.  The product should start without issue.
