Small Excel report fails in TM1 Web with: "Limits exceeded", "exceeds maximum cell count", "exceeds the configured maximum memory limit"

Problem

Although WorkbookMaxCellCount parameter was set to a high value (for example 2,000,000), a small report with far less data cells is throwing this error in TM1 Web or Planning Analytics Spreadsheet Services:
Limits exceeded
The action has been terminated because it exceeds the configured maximum memory limit.
tm1web.log contains this kind of message:
2021-10-15 17:53:51,726 [Default Executor-thread-6954] ERROR () com.ibm.cognos.tm1.publish.Workbook - [] Workbook TM1://appli/blob/PUBLIC/.\}externals\TM19246.xlsx_20210420133745.xlsx exceeds maximum cell count.
Or
There is no error, but the websheet is abnormally slow in TM1 Web (performance issue)

Cause

At least on one sheet, cells from empty columns on the right of the report are taken into account because some format was applied to them by mistake.

Resolving The Problem

In either TM1 Perspectives or Planning Analytics for Excel, in each sheet that needs it, delete all empty columns on the right of the existing report. Easy steps:
- Zoom out in order to get a better picture of the report
- Select a column very close to the right limit of the report
- Maintain Shift+Control keys and press the right-arrow key from the keyboard: it selects all columns from here to the end.
- Right-click in that selection and select "Delete"

- Save the report and republish it to TM1 Web
The report now opens in TM1 Web with no problem, and even more quickly.
