  *                      requests are sent to the RSE API        *
  *                      server, the response sometimes returns  *
  *                       details of a different job.            *

  *                      job spool content                       *
  *                      3. RSE API users are not able to        *
  *                      requeue job execution class and output  *

  1. The job information retrieve mechanism is not synchronized
  so it may return incorrect job information when a batch of
  jobs submitted concurrently.
  2. A 404 error returned when running RSE API to retrieve empty
  job spool content
  3. Introduce new end points for RSE API users to requeue job
  execution class and output class
  

Problem conclusion

• 1. Synchronize the job information retrieval mechanism to avoid
   incorrect job information is retrieved after job submission
   when a batch of jobs are submitted concurrently.
  2. The RSE get job spool content end point has been updated to
  return empty string when retrieving empty job spool file
  content.
  3. RSE API users can run job requeue end points to requeue job
  execution class and output class.
