Error description
Filenames of entries in zip files are typically encoded based on the filesystem's character encoding. The downloadartifacts REST API functions incorrectly when the encoding is not UTF-8, or when one server is a particular operating system and you are downloading to a different operating system using double-byte characters. You will see the output as garbled characters.
