PH37686: FIX NON COLLECTION OF EVENTS WITH NEGATIVE SQLCODE AND ENABLE SUPPORT TO CONDITIONALLY COLLECT EVENT DATA FOR GLOBAL TEMPORARY

Error description

• Problem: STAP does not detect global temporary table events
  correctly.
  Instruction to test:
  1. Run this SQL to get a list of global temporary tables in your
  db2 subsystem:
   SELECT CREATOR, NAME FROM SYSIBM.SYSTABLES WHERE TYPE = 'G';
  2. Execute SELECTs to the tables in the list generated above.
      2a. Having STAP_STREAM_GTT_EVENTS(Y) all global table events
  should be collected
