Error description

• Runtime updates of environment variables or servers used by a
  service flow that is contained in a toolkit may be ignored when
  starting that service flow using the start service REST API
  (POST /rest/bpm/wle/v1/service/{instanceId}?action=start). This
  may happen if you set the createTask parameter to true, or do
  not specify the snapshotId parameter of the REST API.

Local fix

• Set createTask to false (default) and specify a value for the
  snapshotId when using the start service REST API. Alternatively
  add a wrapper service in the process app that starts the service
   from the toolkit and start the service from the process app
  instead.
