Problem
In crosstab report, when the sorting is based on a data item which does not define a measure, thus is treated as a member, the result may not be sorted by the measure as expected.
Resolving The Problem
To fix the problem, the sorting needs to be defined on a data item that includes the measure. For example, for the following report

The sorting of the column values are based on 'Average', which is defined as 'average ( currentMeasure within set [Month/Year] )' and not including 'Ratio'. So the solution is to introduce another data item with expression 'average ( [Ratio] within set [Month/Year] )' and base the sorting on this data item, which does not needs to be projected.
