Error description
In case CQM_TLS_CAE_AGNT_LSTNR_PORT is unavailable CAE Server doesn't try to listen at CQM_CAE_AGENT_LISTENER_PORT even if RC4_PROTOCOL_ENABLED is set to TRUE. https://git.rocketsoftware.com/projects/CQM/repos/nm/browse/com/ rocketsoft/nm/qm/portal/CaePortal.java#144 During server socket initialization in CaePortal.java server tries to create server sockets for TLS port. If it fails it throws an exception without checking whether RC4 port is available https://git.rocketsoftware.com/projects/CQM/repos/nm/browse/com/ rocketsoft/nm/qm/portal/CaePortal.java#197 In addition logic of socket creation is different if localPortalListenerAddresses is not null. localPortalListenerAddresses is not used in product anymore and has to be removed

If any of these ports are unavailable CAE server fails without checking the other one.
Problem conclusion
