Error description

• A report is based on a data module. The data module have a
  framework manager package with nulls and a csv files with nulls.
  Between both is a join.
  
  When creating a list with an element including the following if
  then else statement
  
  case when [DM PLine] is not null and [DM PType] is not null then
  'Not NULL' else 'NULL' end
  
  then the else part will not execute and the cells will be empty.
