Currently, it is not allowed to deploy a snapshot from the workflow center in IBM Business Automation Workflow traditional to workflow server in IBM Cloud Pak for Business Automation.
Local fix
You must first export your snapshot twx from workflow center in Business Automaton Workflow traditional and import it into the workflow center in Cloud Pak for Business Automation. Then, you can deploy to workflow server as shown in the diagram in https://www.ibm.com/docs/en/cloud-paks/cp-biz-automation/20.0.x? topic=workflow-authoring
