Error description
Incorrect output: The last line in the COPYBOOK which is missing the newline character is discarded. This can cause the compiler to fail with various problems such as missing data item definitions, etc..., depending upon the contents of the COPYBOOK file. This problem occurred when the read routine in the compiler indicated a premature EOF condition because a newline character was not found on the last line in the COPYBOOK file. The last file line buffer was then discarded and not processed by the compiler. USERS AFFECTED: Users of Enterprise COBOL 6.3 or 6.2 compiling programs using the cob2 command in USS that include one or more COPYBOOKs (also called COPY members or COPY texts) in which the last line does not include a newline character.

Problem conclusion
The compiler has been updated so that EOF is not returned when this last file line with the missing newline character has been read. So the buffer containing the last file line gets included from the COPYBOOK and the next read issued correctly indicates the EOF condition.
