Error description

• In the ACA db secret (aca-basedb), the property name for the
  base db property is incorrectly listed as BASE_DB_PWD. It needs
  to be BASE_DB_CONFIG.
  

Local fix

• Use this format when creating the aca-basedb secret:
  kubectl -n
  $KUBE_NAME_SPACE create secret generic aca-basedb
  
  --from-literal=BASE_DB_USER="$BASE_DB_USER"
  
  --from-literal=BASE_DB_CONFIG="$BASE_DB_PWD"
  
  --from-literal="$TENANT1DB_NAME"_DB_CONFIG="$TENANT1_DB_PWD"
  
  --from-literal="$TENANT2DB_NAME"_DB_CONFIG="$TENANT2_DB_PWD"
