  * PROBLEM DESCRIPTION: This APAR provides enhancements to      *
  *                      support the new tamper-proof audit      *
  *                      policies that are introduced in         *
  *                      Db2 12 function level 509.              *
  *                                                              *
  *                      This APAR also addresses a related      *
  *                      problem: new audit policies cannot      *
  *                      be inserted when no audit policies      *
  *                      exist on the subsystem.                 *

  To support tamper-proof audit policies, audit policy
  values 'S' and 'T' can now be specified as DB2START values
  on the Insert/Update Audit Policies panel (ADBPZAPU).
  
  Additionally, new audit policies can now be inserted in
  the empty SYSAUDITPOLICIES table on panel ADBPZAPU.
