Error description

• Strobe 3.1 is not compatible with CQM 2.1.  The last monitor
  started will not initialize completely and fail.

  This APAR s function is to resolve conflicts between Query
  Monitor and Strobe 3.1.
  
  New Parameter for FORCE:
  
  M is for multiple monitors per DB2.
  A customer should only use this parameter when they have one
  other third party monitor attached to the same DB2 they want to
  connect to Query Monitor.
