Error description

• Storage Insights users with the "monitor" role are prompted to
  add devices when navigating to the Operations dashboard view.
  The "getting started" routine in Storage Insights should not be
  run when a user with the "monitor" role logs into Storage
  Insights, as their role doesn't actually permit them to add
  devices.
  
  The result of this is an attempt to add a storage
  device, which never completes and never actually presents any
  failure that's visible in the GUI - the task appears to hang
  and never indicates progress, completion, or
  error.
