PK03322: PERMANENTLY ALLOCATE SYSPRINT DD IN RUNSTATS

• Closed as program error.

Error description

• HAA dynamically creates and allocates SYSPRINT for the life of a
  job. This file is used by DSNUTILB. When DSNUTILB abends, it can
  close SYSPRINT making it unavailable. When HAA then tries to
  move SYSPRINT data to SYSOUT, useful diagnostics are lost
  because SYSPRINT is gone. However, if BCT dynamically allocates
  not go away when it is closed, and useful diagnostic messages
  are not lost.
