PH35339: XQE-PLN-0078 APPEARS WHEN THE DESIGN LANGUAGE ARE DIFFERENT

Error description

• When the design language from the report is different to the
  design languages from the framework manager model then the
  following error message appears during the validation process:
  XQE-PLN-0078. But the report is executable. I tested it with
  framework manager design language english and report design
  language german.
