Error description

• In some rare cases, a process state may cause it to return SSL
  handshake errors SSL0209E/SSL0212E/SSL0203E for any incoming
  handshake.

  A means is needed to gracefully terminate a process reporting
  excessive SSL0209E/SSL0212E/SSL0203E handshake errors.
  

Problem conclusion

• A "SSLFatalErrorLimit" directive was added to gracefully
  terminate a process reporting too many
  SSL0209E/SSL0212E/SSL0203E handshake errors. Graceful shutdown
  message has ID IHS00019.
  
  Typically, a gracefully shutdown child process is replaced, but
