Problem summary

  * PROBLEM DESCRIPTION: ISPF client cannot connect to CAE       *
  *                      Agent after CLEARCAE command with       *

  This issue can happen when CAE server locks resources
  because of unreachable service (e.g. TEMS if OMEGAMON
  integration is used). In this case a request form ISPF client
  fails by timeout with CQMC0417E UNABLE TO READ RESPONSE FROM
  SERVER UNABLE TO RECEIVE DATA FROM CAE AGENT AT PORT xxxx,
  Reason: Can't read result_header, errno 1102(EDC8102I Operation
  would block.)
  

Problem conclusion

• The algorithm of work with common resources was changed to
  prevent simultaneous lock of they.
