  Inspection of all deployed artifacts to determine if SCA or not
  causes unnecessary delays.  The SCA programming model has been
  removed and this introspection is no longer needed.
  

Problem conclusion

• The SCA related processing which causes this delay has been
  removed.
  
  The fix for this APAR is targeted for inclusion in fix pack
