  1- Q Capture uses the wrong code page to convert the header
  information in the delimited message.
  2- Do not drop a base table when the clone table is dropped
  3- No ASN7137W message if LOB_SEND_OPTION=I
  4- Diagnostic message in QApply when sending a REINIT msg with
  Subs in L state.
  5- Capture issues too many ASN7328I.

• 1- Remove the hardcoded application code page and change to use
  the value saved in environment control block instead.
  2- Capture is changed to check the table type before processing
  a DROP TABLE statement. Ignore the DROP table if the object
  being dropped is a CLONE.
  3- Changed Capture to skip ASN7137W message if LOB_SEND_OPTION=I
  4- Reinitialization of a loading state subscription will not be
  processed. ASN7341W message will be sent instead of a new
  schema message.
  5- Capture keeps ASN7328I under the DEBUG flag.
  ASNCLP was not updated.
