    .
    Stack Trace: N/A

Local fix

  • Using following setting (-Duser.timezone=Europe/Tallinn) the
timezone can be updated to Tallinn.

Problem summary

  • Turkey(Istanbul) has different DST rules than the countries in
the EET region. In the tzmappings, EET was mapped to
Europe/Istanbul and this was creating issues for countries in
    the EET region.

Problem conclusion

  • The mapping of EET was changed to Europe/Tallinn, which follows
    the rules of EET.
