Error description
"cleartool rmver" does not allow removal of a version that is part of a labeled baseline because it corrupts the baseline and any descendant baselines will not label any version of that element However, that restriction can be worked around by a user by doing a "cleartool rmbranch".
Local fix
Create a trigger to disallow rmbranch of a UCM guarded branch that has any change set versions on it (any version other than branch version zero)
