Problem
Upgrade of NSS packages on RHEL 7 Workload virtual machine is known to cause an issue in IBM Cloud Pak System.
Symptom
When Workload virtual machines are updated with NSS 3.53, the pattern instances can go into the Launching state after reboot.
Cause
This issue is due to a bug in NSS code, which is tracked by Red Hat by using the following link:

The version of NSS package that caused the issue with VSIs going into the Launching state after reboot is 3.53.1-3.el7_9.
It is the latest package that got released on 11/12 March 2021:

Resolving The Problem
As a resolution, do not update NSS packages on your Workloads. Use NSS version 3.44 until an NSS version higher than 3.53 that includes the fix is available. If you have any constraints using NSS version 3.44, open a support ticket with IBM to obtain a hotfix from Red Hat.
Note: Red Hat will deliver the fix for this issue in its next version of the NSS package.
